Assistant principal charged with selling drugs

An indictment unsealed Friday alleges that Powell Valley Middle School Assistant Principal Ricky Dale Webb sold Oxycontin within 1,000 feet of school property over a span of nearly five years.

Local officials were hesitant Friday afternoon to divulge many details of the case, noting that the investigation into the alleged activities of Webb and some unidentified associates is still ongoing.

Assistant Commonwealth Attorney Suzanne Kerney-Quillen would say, however, that while the investigation ?does center around his activities at his place of employment,? the evidence doesn?t lead authorities to believe Webb was distributing drugs to any child.

As of Friday afternoon, Webb, 36, had not yet turned himself in to authorities, according to Kerney-Quillen, although he was expected to do so.

?He is technically a wanted person,? Kerney-Quillen said, noting that the sealed indictment, issued Jan. 20 by the Southwest Virginia Regional Narcotics Taskforce, was unsealed Friday with the understanding that Webb would turn himself in.

Webb, of Big Stone Gap, stands accused of four drug-related counts. Those include:

? Distributing Oxycontin, a Schedule II controlled substance, which is an unclassified felony, punishable by up to 40 years in prison and/or a fine of up to $500,000;

? Conspiracy to distribute Oxycontin, a felony punishable by up to 40 years in prison and/or a fine of up to $500,000;

? Distributing a controlled substance within 1,000 feet of school property, an unclassified felony, punishable by one to five years in prison and a fine of up to $100,000; and

? Conspiracy to distribute Oxycontin within 1,000 feet of a school, a felony punishable by up to 40 years in prison and/or a fine of up to $500,000.

Quillen noted that further indictments are pending, and added that until his co-defendants are indicted, there?s not much else she can say.

When asked whether Webb is still an employee of the school system, county schools Personnel Director Alice Williams would only confirm Webb?s position, Powell Valley Middle School assistant principal, and declined any further comment, directing all questions to county schools Superintendent Jeff Perry.

Perry said because the issue is an ongoing personnel matter, he is not at liberty to make an official comment.

The county school board has taken no official action on Webb?s employment status in recent months.

According to Perry, Webb has been with the school system for 15 years, serving first as a gym teacher, then for the past seven years as an assistant principal.
